Dropped off a few more posters while out today. Some places already had them! People were so nice, one said their policy is not to allow flyers be hung up. As she said that, she took it from my hand and hung it. Said, whats the worst they can do? lol

this has been one hell of a day. Phone calls made at the wrong time and now I received a prank phone call from someone. They said they think they have my dog, he is hurt and they are calling from a vets office. They don't think he will make it. The call was very real. He said they were at 900 chester ave. and i recognized that as the police station. I asked and he said no a vets office..Tol...
d them to give me better directions cause i live in the area and am very familiar with the address. He asked where i lived and I told him(damn) trying to reference where he is. Then he said he was very sorry but he had to tell me...pause...that I was being pranked, how did I feel about that...and I was being streamed to the internet. I called him a choice few words and went

memoorial for moose
I cannot tell you how much Rex and myself are touched by the support everyone has given us. I am not going to give up hope that we can find him and bring him home. I am having the hardest time with this because I am always the one who can find things. If something is lost around the house or the yard I make it a mission to find it. Its a personality trait that is killing me right now because I can't find him. I thank John for starting this and hope it works. Thank you everyone for the support. When MOOSE comes home we will have a Meet and Greet so everyone can meet MOOSE!
  • on behalf of Riverside Youth Athletic Association we would like to make a donation after our tournament is completed this Sunday. I will stop in the shop one day next week. Hope this will help in bringing MOOSE home.
  • Can't make it to the store today but my heart is with you! Is there a way that people can send checks? Post if there is....Just think of how great it would be if all of the 1,244 that were invited just sent $1.00! or $5.00!

The Riverside Turners Horseshoe league is going to contribute their half of the proceeds from tonight's 50/50 sale. Hopefully that will help sell a few more tickets too!
  • Just remember everyone that reads this!!! In NO way can everyone donate, times are hard, the Workman family understands that. They just want you to know that there is a reward being offered. If you would like to donate, even a couple dollars, it helps. If not, thats okay, just pass the word. With a reward being offered, everyone is in the hopes that someone out there will know where Moose is and help get him home to his loving family!!!!

  • John, I will be in this weekend with my donation. Sissy, I hope this helps to bring Moose home.

  • Hello everyone, I have some sad news, Moose was brought to us today. It was not good he is gone. I am going to tell the story and you can figure out for yourself if it is the truth. All I know is he is home....not the way I wanted it. ...

but he is home. I got a call from a girl around 3:45 and she says she has my dog..thought it was a prank again. She says she is on my street and I question her, she says she is at Frederick and Stewart..at friendship Park..I question her you are at the stewart ave. Park? yes ok I'll be right there. Jess and I pull up and the person that gets out is the person we suspected from the beginning. Now mind you thats were she lives. the night he went missing she was on her porch with her two dogs and one was a lab and we kept calling him thinking it was MOOSE...she doesnt remember us and she was standing right there. it wasn't him but she has a dog business and we knew he wasn't seen past that house. I actually visited her and had a long talk 2 weeks ago about that night and she didn't remember. So when she opened the back of her car hatch I saw his hair-his shape-his color and I knew it was him...he looked like he just was asleep. Laying down asleep. the story is she was jogging over by the American Legion building on Legion Dr. in Riverside and she found him under their tank. Dead. Now Rex rides his bike everyday past that corner, yesterday I was at that corner visiting business''s asking them to put the flier by their timeclocks. He did not die under the tank, he was not outside at all. That is only 2 blocks from my house, he would have came home. How do you jog..find a dead dog..go home change into jeans and work shoes go back get the dog, put him in your car and call me. And you were not sweating at all,,hair all down. He did not have a collar on for awhile, his nails were not worn down, his pads were not worn as if he was walking. We took him to the Mt Laurel Animal Hosp to be checked out and the suspicion is he was left in the car in the heat. He just went to sleep. They figure it was less than a week he had passed and he was not kept outside. His ears were soft and I got to say I was sorry for not finding him, for not protecting him from bad people. You would think if you were going to take a beautiful dog like MOOSE you would take care of him. At least thats what I thought, what I tried to believe in my heart. In my heart I think she had something to do with his death......He is now burried in the yard with Spike our black lab and Milo our chocolate lab that both lived to the ripe old age of 13. RIP Love you always and I am so sorry.

Sissy - I'm SOOOO Sorry for you & your family's loss. That is truly tragic. I'm certain that Moose knew you were trying your best to bring him home and he's in a happier place than where he's been the past few weeks. Again, my deepest condolences.

Good Morning everyone, I am so sad to hear about Moose's passing and how Moose was found. I hope you don't mind Sissy, but I have shared your status with the details of how you got Moose back on the page for the NJ SPCA here on Facebook to get the word out that there are many suspicions over how and where he was found, especially after him being seen by a Vet and what the Vet suspects. I think you might need to contact the NJ SPCA and file a report directly but I am not sure how it works
  • This is so sad! Our hearts ache for the workman family! We know how it feels to loose a dog. They are like children to some of us! And like this! Omg. ;( this is heartbreaking! And way to close to home! This evil woman has to be stopped! I think I know who she is and believe me our neighborhood will never be the same because of her! Tears filled my eyes as I read sissys post! Our sympathies are with you! We will be praying that something is done about this! Rest in peace moose. ♥

♥ Our Poor Sweet Moose!! We are so sorry you ran into such awful people..... We, the people who truly care for you will help bring them to justice!!! There has to be a way....
You were stolen from those you love, and those who loved you. We want this killers name, address, place of business, friends names, families names, etc.
This is not over. Not even close..................

saw the comment that the police can't do anything because there is no proof. i'm tired of the difference when an animal is involved instead of a person. can't we as a town, as two towns, insist that they investigate this ?

I Have a Close Friend In Burlington County SPCA I spoke with him and he wants to do an investigation into that lady. but he cant do anything untill it gets called in. so i need you to call the spca and give them the story and the ladys info so they can start an investigation and as soon as its called in let me know so i can let him know..

I know I don't know you, but this is a very horrible story. I have invited many to read your story in hopes to get justice for this horrible crime.. I can't believe nothing can be done. I think if there are enough of us saying something, they have to do something. I am so sorry for your loss. I will be lighting a candle on Sunday @ 8pm cause I will not be able to make the walk. Again sorry for your loss, I only wish I could offer more than words.. :(
  •
I think everyone should make their profile picture a puc of their pet tomorrow evening for the walk. Im memory of moose♥
  •
My mom just told me the news about Moose. Please post this lady's name. It makes me sick to know that she has a dog business and could be placing more dogs at risk. I want to know who she is.

My wife is furious about this. She does that Geocashing thing, and there is a cash there at the tank that she cant find. No way, no way, that dog was just at the tank. She would have seen it, and everybody with that app that does those searches would have seen it.

Just this side of heaven is a place called Rainbow Bridge.

When an animal dies that has been especially close to someone here, that pet goes to Rainbow Bridge.
There are meadows and hills for all of our special friends so they can run and play together.
There is plenty of food, water and sunshine, and our friends are warm and comfortable.
    ...
All the animals who had been ill and old are restored to health and vigor; those who were hurt or maimed are made whole and strong again, just as we remember them in our dreams of days and times gone by.
The animals are happy and content, except for one small thing; they each miss someone very special to them, who had to be left behind.

They all run and play together, but the day comes when one suddenly stops and looks into the distance. His bright eyes are intent; His eager body quivers. Suddenly he begins to run from the group, flying over the green grass, his legs carrying him faster and faster.

You have been spotted, and when you and your special friend finally meet, you cling together in joyous reunion, never to be parted again. The happy kisses rain upon your face; your hands again caress the beloved head, and you look once more into the trusting eyes of your pet, so long gone from your life but never absent from your heart.

Then you cross Rainbow Bridge together....

Is there somebody we can each contact to get some investigation going? The Riverside police are some pretty smart people and always seem to get to the bottom of things, I would hope they could do something, anything, about this.

Thank you for all your thoughts and concerns...And I am as mad as you are but please until this is resolved I need to
  • know that this walk tonight is peaceful and comforting. And I am glad that the people I met along the way will be hear to

Are we allowed to know the name of the business this disgusting woman owns? I want to make sure I am not giving her my services, and everyone else should do the same!

I carry a slip lead in my car encase I see a dog loose. If it is in a neighborhood, I will knock on near by dogs to see if anyone recognizes the dog. Some dogs will let you know 100% that you have found their people, but if not I find asking the family if they have a picture of the dog does the trick.

THERE WILL BE NO REWARD FOR THIS PERSON WHO RETURNED MOOSES BODY TO THE FAMILY. People have been asking.

Sissy, please keep us updated on the status of the investigation. Is there anything we can do to insure that this does not get forgotten or overlooked?

Well I guess the investigation is over...she stuck to her story. unless we can find anyone who saw her or anyone jogging around 2:30 to 3:00 near the American Legion in Riverside...or a car or suv at the legion around 2 to 3:30 we can't prove this happened. The only thing that is alittle off is where she found him, she told Rex near the flag pole in the open and she told investigators under the Tank. I think we as a neighborhood need to keep a close eye on our pets. She is here because she answered an add on Craigs list for a room mate. Her web site has her working her dog in the Stewart ave pk. Please inbox me if you want the site. She gave me her business cards when we talked. Ok have a good weekend enjoy the weather. Sissy

Im not afraid to stand up an speak up for wat i believe,im madder than a couple junkyard dogs.....

Lemme get this straight...........some wacko kidnapped your dog in order to get reward money out of you, then brought the dog back dead?

I think I'm now angier than I have been in a long time.

Who is this asshat and why isn't she in the hospital from the brutal beating she deserves?

POLICE COULD TAKE SEARCH DOGS IN THAT WOMANS HOUSE,TO LOOK FOR SIGNS OF MOOSE,HER ALIBI WITH THE FLAG POLE AN UNDER THE TANK IS CAUSE FOR SUSPICION WHICH POINTS TO PROBABLE CAUSE. WHY DIDNT SHE ATTEND MOOSES MEMORIAL TO TELL HER STORY AN SHOW SOME RESPECT,COME ON NOW..... SMH,PISSST.....WHERE THERES A WILL,THERES A WAY
Maybe this woman would take a polygraph and make us all feel better.

Hello everyone...Just felt I had to say thank you for all your help the last 6 weeks and especially the last week. I never ever expected to see MOOSE again but everyone said he will be back. Some people told me stories about how their dog or cat came back after months so I felt better. Never give up they said. I have met so many people during this time. I would come to your neighborhood and kn...See More

Should change the name to Bring MOOSE Justice.

That bitch knew exactly who Moose was, I'm sure she will not be allowed near any animals again.

Sissy, again i am very sorry for ur loss and even though i am happy that she was caught im sorry that you have to continue to relive this over n over! I hope that you and your family can now have some peace and live with the good memories of moose! Moose will be forever in all of our hearts!

I think her bail should be alot more than $5,000. Plus she should be made to work at the shelter for a very long time....in extremely hot temps. If she has any animals they should be removed from her care and she should NEVER be allowed to "rescue" dogs again. Somebody should train her instead of her training dogs
Yay justice for Moose!!

Looks to be that justice is being served. While most of us are dancing in the streets that this animal killer is getting what she deserves, Im sure its bringing up bad feelings of poor Moose to Sissy and her family. So sorry any of this happened Sissy, and really sorry for Moose.

I would like to come to the court house to show my support for Moose!

i am so glad that she got busted. it doesnt bring moose home but hopefully justice will be served and he can rest in peace. you will be missed and forever loved ♥
So I went over to the tank and took some pictures. I was there about 20 minutes. The tank is on a concrete slab. Under the tank is alot of dirt and dirt piles here and there. The concrete is rough. And somebody left a ball point pen under there. If you drug a dog out from under there, there would be SOME sign of it. Not to mention I could not get under there. Not without scraping myself all up. My knees got scraped some just from poking myself under there to take pics. And in that 20 minute time, on a Sunday with no ball games going on, there were about 10 cars and some people walking by that saw me. I made eye contact with just about every one. So somebody saw something.......if it happened the way she said. But no way, no way, any woman pulled that dog out. Not without being a scrapped up, bloody, sweaty mess.
I spent a little time this afternoon reading Abner"s press and Communicating Canines, after a friend of mine told me what she read. I had to peek and see for myself what was going on there. What really pissed me off from the start was this: Abner's Press Your guide to natural, logical dog care. >>>logical really?
In a blog I read how Jackie would "lie" about the breed of her dog depending on what mood she was in. What? The only thing that proved is she is a liar.
For her rescues, a typical adoption fee ranges from $200-$450 depending on the accomplishments the dog has had, while with her. What does this mean? I take it as: if she "found" a dog and it knew how to sit, stay, and come, she"d sell it for more money. Oh and she offers a lifetime training guarantee, whew isn't that comforting.
I wish there was a way to have the Judge read her blogs. They are a mumbled mess, written by a person who gives the impression that she is smarter than everyone else.
If her business wasn't registered will she get a fine here and in PA. I hope that every little fine they can think of will be applied to this case. Even if she has a home based business, can't the IRS looks into her earnings, does she have business insurance? I'm just so pissed and full of questions.

for all those asking about a dog alert like amber alert....there is actually a company that does it (for a fee of course)......my mother told me about it and asked me to look it up. She lives in Ohio and received a recorded message the other day about a missing dog. this is the site: http://www.petamberalert.com/ landingpage/
can anyone report on what happened in court today?

Hey everyone, here is the update of what transpired today in Delran court, there were about 10-15 people there for support. Jacqueline Lockard did show up and was under protective custody until her case was called, she was then escorted to the front of the court where the judge read the 8 charges against her. Some of the charges could be handled in Delran court but most have to be dealt with in Mt. Holly so the judge sent the whole "package" to Mt. Holly. She didn't have to enter any pleas at this time and stated she would be requesting a public defender as council. Thanks to all who showed up today for all of your support and as information becomes available we will be posting it here.

See Moose, there are people who care buddy. Your in good hands now. Didn't know you, but as sure as God made Apples, your TOP DOG with god now. We are going to make your LIFE count. XOXOXO

Saw this and I thought I would share.

glad to see we will have support tomorrow, remember we are peaceful and there is not alot of room there. You may not get in the courtroom but you can be in the lobby or outside the entrance...she will be there as far as I know. It is an arraignment they read the charges to her. and should bump it to Mt. Holly

I am thinking of having everyone who attends bring a blanket or food...something a shelter can use. When the time gets closer I will contact the shelters to see what they need. Maybe we can make it a bigger event with more time to plan. ok time to go to bed, I never seem to make it earlier than 12...

So I am asking for everyones email address to make mass mailings about updates and such. I will only use them for MOOSE activity. I am especially looking for contact info for Vet. offices, Rescue org. and anyone that wants to be kept informed. It is easier to spread the word through emails. You can send them to me via private message. If you have any questions or suggestions please let me know. Thanks for the help.

I can't believe that someone would do such a horrible thing to such a beautiful dog;( Again I am so sorry for your loss and your family is in our thoughts and prayers. ·
        • Im so sorry for your loss. The loss of a dog is always hard, but to lose him this way is just too much. Riverside police need to investigate as not only was Moose stolen, he was neglected as well by them which led to his death. I feel sad for you and your fam:( Its not your fault, its the fault of the pathetic losers who stole him from you and stole his life too.) I had a dog when I was young that got out, and went missing and was 'taken in' by people not far from our house, and only once the police were involved did they return him. I cannot be at the memorial walk for Moose, but will keep you in my thoughts and prayers. Justice needs to be had for Moose:-) RIP Moose. ·
        • First of all, there is NO WAY one woman could have lifted a "dead" weight dog(sorry for the inconsiderate use of words:() We lost our yellow baby girl on vacation and my husband could barely lift her to take her into Mt Laurel Vet!!! • So very sorry for your loss! But in the end moose is home with the people he loved! N just to let you know i have never seen someone fight as hard as u have to find your baby! N moose knows this!
        • Ever since the first Facebook post about Moose missing my entire family has been following your story. I am so very sorry for the loss of your beautiful Moose. I had a Chocolate Lab who has since passed away and now I have a Golden Retriever. I can't tell you how angry I am after hearing your story. There is no doubt this woman was involved in the death of Moose. Justice needs to be served. I give you credit because I would have wanted to do physical harm to this person. I would contact the SPCA who should be able to aid you in getting to the bottom of this. The police could help as well. I would let the world know the name of this person and where she lives. Someone else must know something. She could have not acted alone. Hopefully if there is pressure put on people who are a part of this woman's life people will start talking. This monster has a dog business? She needs to be shut down. My heart breaks for you and I will be praying for you and your family. If there is a "walk" for Moose please let me know my family and I would very much like to be a part of it. RIP Moose ♥

          Moose momorial walk .
Wow what a great turnout from some awesome people. I'm sure moose is waggin his tail and barking.
        • My heart felt heavy when I heard about the loss of Moose. Sorry for the loss of your buddy.
        • do you think the woman may have taken / held Moose so that he would mate with her dog , if it was a female ? Thought I read where you said she has a chocolate lab too . Maybe she wants chocolate lab puppies to sell or something . I mean what other reasons could she have for keeping him ? Did Moose crap on her lawn ? Does she have some kind of grudge against you ? Regardless of the reason , you should pursue the matter further for sure . ·
        • Can we bring our dogs to walk with us ? I think this is a good idea , but don't throw anything at the woman's house because that will tarnish the event . We're there for Moose and the Workman Family , to support them in their time of grief . Cooler heads need to prevail . If something happens , then that might mess things up as far as finding out the truth .My prayer is that the walk will happen without more hatred being poured onto the situation . This is for the Workman Family folks . Let's remember that first . Amen ! ·
        • i agree with Kevin Do not tarnish any evidence We need to get this woman and all involved ·
        • i am so sorry for your loss. poor Moose. some people are just a waste of flesh....but i agree with everyone else....KARMA IS A BITCH! God bless you and your family. RIP Moose.

        • This horrible person will get her punishment as God has watched her every move. Moose is a beautiful part of your family and my heart goes out to you all. For some reason I was unable to access these stories over the weekend and sad about the way this all turned out. Prayers to you all.

Sissy Faunce Workman - just read the article from the BCTimes. My heart goes out to you, knowing what happen to Moose! It brings tears to my eyes just thinking of the cruelty that was shown to Moose. I know that you will never get over losing him, but know that karma came back and bit her in the ass. I hope that she gets what she deserves. But also remember that Moose brought us together as a community, so we share in your grief, and we now know that Moose can rest in peace. My thoughts are with you and your family!

Delran woman charged with theft, cruelty in missing-dog case

By David Levinsky and Kristen Coppock Staff writers | Posted: Thursday, August 2, 2012 4:05 pm

DELRAN — A township woman was charged Thursday with theft and animal cruelty in connection with the disappearance and death of a local family’s dog.

Jacqueline Lockard, 24, of Stuart Avenue, was charged after confessing to pol...
ice that she had failed to return the 3-year-old chocolate Labrador retriever, named Moose, when she found the dog outside her home shortly after it went missing May 31 from its owners' property off North Chester Avenue.

Lockard, whom police described as a novice dog rescuer and trainer, gave Moose to a Pennsylvania family who agreed to pay her to train him. The dog later died in Lockard’s care after she left it inside a parked vehicle on a hot July day, police said Thursday.

Lockard then tried to cover up her involvement by contacting the owners and telling them she found Moose dead while jogging, police said.

Reached Thursday afternoon, Moose’s owner, Sissy Workman, said she and her family were relieved the investigation was completed and appreciative of the work of the police and the Society for the Prevention of Cruelty to Animals to bring charges against Lockard.

Workman said Lockard presented Moose to her on July 13, dead and lying in the trunk of her car.

“Since he was returned to us, my mission has been to make sure this doesn’t happen to another dog,” she said Thursday. “It should never have happened (to Moose).”

Police agreed to investigate the circumstances surrounding Moose's disappearance and death after the Workmans informed them that their veterinarian said the dog had died recently and did not appear to have been running wild for more than a month, Detective Sgt. Jeffrey Hubbs said.

The Burlington County SPCA assisted, Hubbs said.

The Workmans were suspicious of Lockard’s story from the beginning, the detective said. The family had spent more than a month checking animal shelters and police reports, posting fliers around the township and other communities, and knocking on doors to speak with as many people as possible. The Workmans also searched websites devoted to lost and found pets, posted notices on social media outlets, and put out a canine version of an Amber alert.

In early July, a Delanco businessman established a reward fund for information that led to Moose’s return.

Despite those efforts, Moose remained missing until Lockard called the Workmans and told them she found the dog dead beneath a tank outside the American Legion Post 146 off Monroe Street in Riverside.

Post officials and nearby residents never saw the dog, Hubbs said. Investigators later spoke to one of Lockard’s neighbors, who reported seeing the pet at her house.

Lockard eventually admitted that she discovered the dog in her yard one morning and believed it had been abandoned, Hubbs said.

“She’s a dog trainer and dog adopter, and when she found Moose in her yard, she assumed it had been left there intentionally,” he said.

Lockard adopted the dog to the Pennsylvania family the next day. She failed to try to recover the animal after learning that Moose had gone missing and that his owners were frantically searching for him, Hubbs said.

She brought the dog back to New Jersey on July 11 to train it. The dog died two days later after Lockard left it crated inside her vehicle for more than an hour, the detective said.

Lockard claimed that the vehicle's windows were open and that she checked on the animal every 30 minutes, Hubbs said, adding that police were unable to confirm exactly how long the dog was inside the vehicle.

After Lockard discovered the dog had died, “she panicked and concocted the story that she found it (dead),” he said.

Lockard was arrested Thursday after recanting her story to police and was charged with theft of lost or mislaid property and hindering. She was sent to the Burlington County Minimum Security Facility in Pemberton Township on $5,000 bail.

The county SPCA filed a charge of third-degree animal cruelty, Hubbs said.

Just got on FB and saw your post - SOOOO happy that justice has been served, maybe now you can sleep soundly. you were right - what goes around, comes back around. Thinking of all of you ♥

I'm hoping your getting some rest this evening. Its a bittersweet ending, but you never gave up! You made sure that Moose had justice. No family should experience the hurt that you all have been through. There has got to be a way to be sure that someone like this in NO way can ever be allowed to work around animals again, once convicted. Megan's Law protects our children...Moose's Law should protect our animals. ♥ — with Troy E. Singleton.

DELRAN — For more than a month, a local family searched for their missing dog here -- spreading word through fliers and Internet sites, offering a reward for the pet's return.

But authorities now say the dog, a 3-year-old chocolate Labrador name...
d Moose, was stolen by a neighbor who found him near her home on May 31. The suspect, 24-year-old Jacqueline Lockhard, then allegedly caused the dog's death by leaving him in a hot car.

According to Delran police, Lockhard returned Moose's remains to his owners on July 13, saying she had found the dog dead while jogging.

But Moose's owners and police were suspicious of her account, and Lockhard, who is described as a would-be dog trainer, was charged Thursday with theft of lost or mislaid property and hindering apprehension.

The Burlington County SPCA also filed animal cruelty charges, according to Delran police.

Sissy Workman, Moose's owner, could not be reached Friday. But she celebrated Thursday on a Facebook page that initially was dedicated to Moose's return and then to achieving justice in his case.

"WE GOT HER!!!!!!!!!!!!!!!!" Workman wrote. "I promised Moose every night I was not going to rest until I found out what happened and who did it!! I knew who did it but had to be patient. Man that was hard!"

Lockhard was ordered held in the minimum security facility of Burlington County Jail in Pemberton Township on $5,000 bail.

According to police, Moose vanished after jumping over a four-foot fence at the Workmans' home on North Chester Avenue near Roland Street.

The dog allegedly was taken in by Lockhard, who lives nearby in the first block of Stewart Avenue.

The dog's disappearance prompted a massive response from the community, said John Browne Sr., a Delanco jeweler who started a reward fund for Moose's return.

The fund had reached about $1,000, he said Friday.

"There was a huge effort to find Moose," he said. "They used posters, social media, everything.

"But I think a lot of folks could tell the dog was kidnapped," said Browne. "It smelled like foul play from the get-go. It's still hard to believe."

Sissy sounded that same suspicion in an early online appeal for information about Moose's whereabouts.

"We believe he was picked up by someone and removed from the area," she said in a Facebook posting.

According to online information and published reports, Lockhard placed the dog with a Pennsylvania family but remained involved as his trainer.

When Lockhard returned the dog's body to the Workmans, she claimed to have found Moose under an Army tank outside an American Legion building in nearby Riverside.

"I am going to tell the story and you can figure out for yourself if it is the truth," Workman wrote in a Facebook account that described Lockhard as "the person we suspected from the beginning."

Among other concerns, Workman noted she had distributed fliers in that area one day earlier. She also questioned her dog's appearance.

"He did not die under the tank. He was not outside at all," wrote Workman, who added a veterinarian told her Moose likely died in an overheated car.

Workman's suspicions were accompanied by sorrow.

"All I know is he is home ... not the way I wanted it, but he is home," said the dog owner, who buried Moose in her yard.

"His ears were soft and I got to say I was sorry for not finding him, for not protecting him from bad people."

Hi , I want to do a booth at the pet parade to do the same thing for the shelters. I know some of the things they need. Lorraine loved my idea. I would like to still do it if it's ok. Just let me know if you are having another walk for moosey, you know I'll be there.

sure will...when is the pet parade? didn't make the other one.

I think it's in May or June. I have so many ideas if I can do what is in my mind it's going to be great. I was hoping to surprise you but when I was reading the posts I figured I would let you know.

Animals can be victims of crime, Oregon Court of Appeals says
www.oregonlive.com
It's rare for laws to allow animals to be victims. Most laws, including in Oregon, say people can be victims, as well as other entities, such as corporations, while animals are usually defined as property.

Tonight 101.5 was talking about dogs left in cars and trucks...I called and got on to tell of Moose's experience. Wanted to tell them about the legislation but the call was ended before I could. Seems it was close to 10 and running out of time I guess. He did say to prosecute to the fullest!!

At least you got to tell your story.

There was a barking dog in hot car with windows done, that still really bothers me,I would think they would be concerned about the temp. and someone taking there dog!!

Hey everyone, check out a web page a friend made for MOOSE. It is still in the building stages. If you have any suggestions let us know. Thanks to all the hard work She has put into it.
you have to type it in the main browser spot, its not on a search engine yet. Let us know what you think.

  • Its done for now, until I get new things to put on it. Its dedicated to moose and all the victims of animal cruelty, especially Sissy, Rex, and their family. I cant imagine going through what they did. Its easy to sign the petition on, and all the info. you need to write the letter to the asst. prosecuter, which I hope you do. It has all the pictures from the walk for moose and the timeline from when the day he was missing. Non profit organizations , animal cruelty laws, dogs that are missing and found, and community events etc. You have to type it in your browser for now until its in the search engines. Whenever I had one of my dogs pass, it would make me feel better to do something like write about them or make a collage because I never want to foget about them. Every dog is different, and loved in a different way. Some day I will read what I wrote about them, and I know that I will be glad that I did it. The prayer that I read at the memorial walk for moose is exactly how I feel about dogs. Thats on the website too. If anyone has any other ideas, let me know.

  • Now we can put the rest of the pictures on there.
  • OMG!!, you did a fabulous job on the website!! I had a friend in Florida (originally Riverside) who asked me to post Mooses story on her page today. She was writing about him and was showing support. When I saw your website, I put that on her page! I couldn't believe how well done it was and how you put everything on the timeline. It was like reliving all the horror of what the Workman Family was going through. You are a special person!!
  • thank you. I hope it can help in some way. Not everyone goes on facebook, so they can go on the website. I will put information on it about MOOSE and anything that relates to animal abuse.

Hello, well as you know we went to the Pre Trial Conference today for the case against Ms. Lockard. I want to thank everyone who took the time to go today it meant alot to us. Up until today Ms. Lockard hadn't applied for PTI, so we didn't know what to expect today.. First off she was late. Cheri Mosca, Rex, Jessica and myself were called into a small sidebar room with the Victim-Witness Advocate ...and the Prosecutor. They explained what will and won't happen..she won't get jail time...we basically knew that. She has the right to apply for PTI but that doesn't mean she will get it. But because she has no record she can apply. While we were in the room an application was made to get PTI. That is where we are at. WE HAVE TO FIGHT TO GET HER APPLICATION DENIED!!!! And that is where I-Moose-and the family need your help. We were told the way to fight this is to write letters. Write about all the reasons she SHOULD NOT GET PTI! Write what is in your heart, what you are mad about, what she did and should have done considering she was "In the business". Write how she knew from the night he went missing he was ours and we were looking for him. She was tryng to make money on him. If you were a neighbor we need your letters telling what you saw..dogs in the cages in the yard. How she treated her dogs, left them in the car. I could go on and on. Please, I know everyone has been great helping us look for him and supporting us through this ordeal and I hope you continue to see this through..the courts were very impressed with all the support we have and they think Moose's Law is a wonderful thing to do. But in the end they said we need to write letters..Send them to me 15 N. Chester Ave. Delran, NJ 08075. Please feel free to ask questions. Lets get this done!!!!
  • what is pti
  • moose
  • Pre Trial Intervention...it is meant to keep the courts moving and the Jails flowing. Also to get first offenders the chance to get rehabilitated. like drug charges. they get put on 12 to 36 months probation and if it goes well all the charges get DROPPED!!!!!!
  • Due to the family content here I will not not say what I really feel about the situation or our legal system , but I hope and pray that somehow someway Moose will make a difference , good luck to you and your family my prayers will be with all of you.
  • Who do we adress the letters to?
  • This senario about the PTI and the results of getting one should be on the front page. The fact that she possibly could walk away with the charges dropped after a good rehabilitation result is so not right.
  • moose
  • good question!! Address the letters to "PTI Review Board" I don't have a name yet.
  • when do u need it by. I will try and send u one!
  • Great seeing you today at court. I will start composing my poison pen letter. It was funny as hell we were riding the elevator down trashing her and she was on the elevator with us!
  • I need it in the next few weeks or sooner. I will schedule a meeting with the courts to present the letters. Thanks
  • moose
  • I wish I was in the elevator!!!
  • moose
  • I hope everyone who "Likes" this writes a letter...we will also forward them to the "Moose's Law"

Well Ms. Lockard was officially denied all possibility of PTI! yes! Now it goes to the Grand Jury. First they will decide weather to keep the charges at the county level or send them back to Delran. We need support, I will keep everyone updated as I find things out. Ms. Lockards Public defender expected a mob today so she wanted her removed to the sidebar rooms. I know everyone is working but if you can get off or have a few hours lets keep this going. Thanks everyone
  • Carma !!! Love her !!
  • Hi Sis-I'm there as long as it is not a Monday or Tuesday for the most part. Every once in awhile i get an odd one off and pick up another day. I prefer to be there with you to support Moose. Only getting a few days of work I can't pass on them. I enjoyed and miss visits by Moose. Luv you guys.

Tomorrow is another important day for Moose and us. Det. Sgt. Hubbs has to read the charges against Ms. Lockard to the Grand Jury panel. Then they vote to keep it in county or bring it back to Municipal court. It is a closed session so we are not going. I wish him luck and hope they keep it in county. Thanks for all the support. I will let you know when I hear something. I could be days before we hear anything. UUugggggg
I have to say Sissy that you are amazing woman!!! In speaking of you to many people you are a hero! Thank you for seeing this through and for making this monster pay for killing dear sweet Moose!

I have the next court date for the State VS Jacquelin Lockard....Jackie. I have waited to post it because I didn't want to overwhelm everyone with posts. We just finished the Donations to the Shelter and I tend to take one thing at a time. So there is an Arraignment/Conference on Feb 25th at 9:00 with Judge Covert. As a result of this Arraignment Conf. The Prosecutor's office may enter into a negotiated plea agreement. Once again this could be the end..I now more than ever want her to go to jail...but then reality sets in. And she is still working with animals. Lets see this through. Let me know if you can attend or need a ride, we will try to work it out. Thanks

    • I can go
    • Let me see if I can get am off of work ....
    • Might not be able too since I am out this thurs/fri ...
    • l Omg how is she allowed anywhere NEAR animals?
    • Hey Sis, I would love to go and show my support. I always babysit on Mondays and many Tuesdays too. Sorry, I wont be able to attend. Please let me know what happens or if date changes. Thanks
    • Let me look at my staffing and I will let you know Ms Workman, Thanks for reaching out to me to make sure that everything is still on for Monday. As far as I can see the indictment conference is still on. I reached out to the AP in this case to ask is she had heard about the possibility of any postponements. If I hear anything before then, I will let you know. As far as anything that you need to do, there is nothing that I can think of. The arraignment although very important in the criminal justice process, can be somewhat uneventful because you cannot speak and are only a spectator in the court that day. The defendant most likely will NOT plead guilty at this hearing and we will get another court date. I hope that this makes sense. If you have any other questions please let me know. Maurice Lassiter

hello everyone, well it was a very eventful day in court...first she wasn't going to plead guilty, then we were told she was going to plead. She sat like a zombie in court..no emotion-no remorse. They made an offer to keep the theft charge and drop the hindering. They kept the creulty charge for Moose and one of her dogs. We discussed in length the choice of going to trial or accepting the plea. I asked them to change a stipulation of her probation from no contact with just dogs to include all animals. The problem I have is the amount of her fines, she could have recieved 250 to 1000.00 per charge and they gave her 250.00. BS!! I want to thank the BCSPCA for being with me during this ordeal in court. Also I want to thank the Burl. Co Times for covering our story. The next court date is for sentencing, April 19th and all is welcome. I also will get a chance to address her and the courts personally. Here is the link to the full story in Tuesdays paper. Thank you everyone for all your well wishes. Now hopefully a good big glass of wine and a full nights sleep!!

Former Delran woman pleads guilty in dog's deathBy Danielle Camilli Staff writerPhillyBurbs.com

    Posted on February 26, 2013

A novice dog trainer admitted in Superior Court in Burlington County on Monday that she stole a Delran neighbor’s chocolate Labrador retriever last summer, sold him, and then, while training the animal for his new owners, left Moose in her hot car to die.

Jacquelin Lockard, formerly of Delran, pleaded guilty to theft by failure to make required disposition of property and two offenses of animal cruelty, including “inflicting unnecessary cruelty to a living animal by leaving it in a hot car,” at her arraignment at the Burlington County Courthouse in Mount Holly.

The second offense was for failing to provide proper shelter for her own dog.

The charges against Lockard, who is living in Philadelphia and running a Pennsylvania-based dog training and boarding business, sparked outrage and inspired Moose’s Law, legislation that is awaiting a vote in the New Jersey Senate.

When Judge Jeanne T. Covert, who accepted her plea, sentences Lockard on April 19, the 24-year-old woman is facing two years of probation, 150 hours of community service, more than $500 in fines and fees and restitution of up to $1,330.

“In addition, as part of her sentence, she is to have no contact with domesticated animals in New Jersey,” Burlington County Assistant Prosecutor Lawrence Nelsen said.

A charge of hindering and other summonses would be dismissed, Nelsen said.

Lockard admitted in court that she came into possession of Moose not knowing who his owners were and sold him to a Pennsylvania family. That family subsequently returned the dog for training, she acknowledged.

She also admitted that she “did not return” the animal when she learned he belonged to her neighbors. On July 13, Lockard left Moose in her hot vehicle, and acknowledged that her actions subjected the nearly 3-year-old dog to “inhumane conditions.”

Lockard also admitted that two weeks later she left her own dog, Rico, outside in the heat without water.

Lockard returned Moose to his owners after he died, concocting a story to cover up her involvement in his monthlong disappearance and death, police said.

Sissy Workman, Moose’s owner, watched from the court gallery as the defendant took responsibility in the case.

“I’m really sad,” Workman said as tears ran down her face. “I understand the court process, but it’s really not enough.”

She said her family had approached Lockard within 15 minutes of Moose’s jumping the fence and running from her yard. Workman said the defendant stood on her porch and watched for hours as the family and other neighbors frantically searched for the dog.

“And two weeks later, I went to her, as a person who we thought cared about animals, and had a lengthy discussion with her,” Workman said. “She took a bunch of my missing fliers and gave me about 10 of her business cards. It struck me as odd when she said, ‘If I find him, I will return him.’ How was she going to find him if I couldn’t?”

Since Moose’s story grabbed headlines around the region, Workman said she has received calls and letters from other homeowners who had trouble with Lockard.

Lockard did not respond to requests for comment. Her business website, communicatingcanines.com, was still active Monday, advertising services in Pennsylvania and New Jersey.

In a call to the number listed, Lockard identifies the name of the business in her message.

She has been described by police as a novice dog rescuer and trainer. In court, she said she was a high school graduate, but made no mention of any additional schooling or training.

Lockard faces further unspecified charges in Pennsylvania in connection with the operation of an unlicensed kennel, authorities said. If she violates her New Jersey probation, she could face five years in prison on the theft conviction.

Moose’s Law, sponsored by Assemblymen Troy Singleton, D-7th of Palmyra; Herb Conaway, D-7th of Delanco; and John Burzichelli, D-3rd of Paulsboro, was approved by the Assembly in December. It would bar people convicted of animal cruelty in any state from working in animal care jobs, such as veterinarian offices, dog training centers, rescue groups, kennels or groomers, in New Jersey. It also would prohibit people who have been convicted of animal cruelty from owning a pet.

The Senate has yet to vote on the bill.

Workman has spoken publicly and to lawmakers in support of the bill.

After court Monday, she urged pet owners who have bad experiences with professional or novice caretakers to report them to authorities so other animals are protected.

“Crimes against animals really do affect people, and we have to report what we know so there is a record and the person can be stopped. People have to follow through,” Workman said. “For Jackie, this is her living, and she should not be able to do what she did to Moose ever again.”

  • Yea i feel she got let off easy. The fines were too light
  • I can't believe shez allowed to masquerade as a dog trainer in PA now! That is a disgrace!
  • moose she is in Elkins Park area
  • Sounds like they did a percentage fine. I hope she gets the book thrown at her. Glad it went well for you though
  • moose l...they seem to have already agreed to the amount. hope they reconsider
  • Can u appeal the fines and sentencing for more severe?
  • moose no, the AP thinks it is ok..good enough. I don't know. We told him we were not happy with the amount.
  • moose Elkins Park, Upper Moreland, Willow Grove area beware!!!!!!·
  • In my opinion she neess jail time
  • thanks for the update. at least they denied PTI. yes she got off easy
  • And she has her own business for dogs in philly
  • Someone needs to report her to philly so she gets closed down
  • Fines are way to little, what were they thinking??!! She belongs in jail. Someone should forward the stories to the papers in the Elkin Park area.
  • I am going to post the newspaper article on a Facebook page for Elkins park, pa.... This is the town I grew up in and my parents still live... Very mad about the small fines !!!! And where does this money go ?
  • Fines are allotted to different programs thru Burlington cty. A plea bargain is usually just that. Hard to Appeal a plea. At least no more contact with any animal. Rip moose. FYI. I work at the courthouse so I know a bit about the process.
  • This is a sad story from beginning to end. It is hard to believe a person could do such a thing and get off pretty easily. I checked her website through the link in the article, and she is pretty whacked in the head. Sad thing is, that she lives in PA, where she will probably continue to own pets and continue her business trying to train dogs.It is a shame.
  • Wow! It is a victory non the less. It is a shame they don't take animal cruelity more serious. RIP Moose. Know that you were loved. I am proud of you Sissy.
  • Not punishment enough. I agree, fines should have been higher given no jail time. Jackie Lockard is a piece of shit, Moose was not her first or only victim. What was the court thinking?! I wish she would have stood trial instead of being offered and accepting a plea bargain. Very disappointing..
  • RIP MOOSE

  • The following was written by Jackie Lockard & posted on her company website Communicating Canines. I find it outrageous & extremely offensive that she continues to lie & refuses to step up & own the truth of her actions. I am beyond words at the moment & can not wrap my head around her reasons for publishing this. If this doesn't add insult to injury I don't know what does.

There is little left I can describe this matter with other than harassment. Last year I was involved with a tragic incidence which resulted in the loss of a life of someone's pet. The incidence has been spread with such slander and libel that I have lost nearly all comprehension of how twisted this has become. This is perhaps late, but I know I need to get my side of this story out to the public. ...Continue Reading

mooseHello everyone, we are still working on plans for Moose's walk....It will not be this Saturday..I was hoping to have more info by now but it looks like its going to be in late Sept or early Oct. I hope this hasn't caused any inconvenience to anyone. It is just to hot and many people that came last year are going to be on vacation. this is the week-day Moose passed and I was torn about moving the date but I think it is best. I will keep you all informed when and where. Thanks for supporting us and all our furry friends..

mooseWell it has been one year. This is the day Jackie Lockard returned you to me. I still can't look at your picture...makes me so sad inside. I rehash the night you disappeared all the time..what if..what if...what if the people that knew you were a missing dog called the number in the flier before you died....I guess its time to call the county and see why she hasn't paid any of the restitution she owes. Wonder where she is working now? Miss you so much still..RIP MOOSE·

He was at the walk for Moose last year and he is well behaved, not neutered, crate trained. Please share. They don't want to take him to the shelter. sad

mooseHey all, I rescued a 2 year old female Rottweiler who was abandoned by her owner that's looking for a home. I'll have her at the walk Sunday if anyone is interested in meeting her or knows someone who is looking to add a new member to their family.

A great time was had by all!

mooseThank you BCT another wonderful article. We had a really nice turnout today. We raised an estimated 500.00 to donate and to buy donations for the BCAS and BCAA. I want to thank everyone that came out on this beautiful day. All the "donation only" participants, TEAM MOOSE for all their hard work, my neighbors on Roland St. for allowing us to hold this event/block party. Delran twp. And Assm. Troy E. Singleton for being our voice. Thank you.
